摘  要:随着世界经济的快速发展，全世界总人口和经济发展规模的不断增长，传统能源使用带来的环境问题及其诱因不断地为人们所识。不仅是粉尘、化学烟雾和酸雨等的危害，而且随着大气中二氧化碳的浓度升高带来的全球气候变化也成为当前社会高度关注的焦点问题之一，并已经引起世界各国的高度关注。在联合国哥本哈根气候变化大会闭幕之后，面对气候变化，发展低碳经济是各国目前的重要任务之一。通过低碳经济模式实现世界经济的可持续发展已经成为世界各国人民的共识。低碳经济时代即将到来，西方发达国家先后推出了“碳关税”的概念，征收碳关税的可能性加大，作为全球第一贸易大国，中国的对外贸易面临新挑战。基于国际经济背景和中国的实际国情，分析碳关税的征收对中国对外贸易的影响，提出中国应对碳关税贸易壁垒的对策建议。

ABSTRACT:With the rapid development of the world economy, and economic development of the world's population growing scale, traditional environmental problems caused by energy use and incentives for people to know constantly. Not only is the dust, chemical fumes and acid rain and other hazards, and with the concentration of carbon dioxide in the atmosphere caused by global climate change has become a focus of current social issues of great concern, and has drawn worldwide attention. At the United Nations Climate Change Conference in Copenhagen after the closing, in the face of climate change, the development of low-carbon economy is one of the important tasks at present countries. The Low carbon economy era is coming, the western developed country has introduced the concept of "carbon tariffs", more likely to impose carbon tariffs, trade as one of the world's first big country, China's foreign trade is facing new challenges. Based on international economic background and the China's actual national conditions, analysis of the carbon tariffs levied impact on China's foreign trade, puts forward the countermeasures and Suggestions of China's response to carbon tariffs trade barriers.
