摘要：对金融服务消费者提供切实有效的法律保护，弥补消费者的信息弱势，回复金融服务交易双方严重失衡的地位，对金融市场的安全稳健有着基础性意义，有利于维护金融市场乃至社会的公信力；通过目标设定和制度设计对这一新理念进行践行，有助于金融市场和国家宏观经济在危机后的复苏，也有利于金融监管机构职能定位与手段的改革创新。具体到我国而言，在促进金融法律制度完善的同时，也能够在金融市场上促进经济发展方式的转变，推动政府职能转型的进展。
