摘 要:改革开放30年来中小企业对我国经济贡献卓越。中小企业作为我国国民经济中最活跃的成份，对经济发展有深重的影响。近年来金融危机的影响以及原材料、劳务成本的不断上升、包括人民币升值、正规的银行贷款难、大量的高息民间资本涌入中小企业等原因对中小企业的发展造成了很大的压力，我国对中小企业的发展及融资问题非常重视。温州中小企业是全国中小企业中的典范，解决温州中小企业融资难的问题对其他地区的中小企业有借鉴作用。

    本文通过分析温州中小企业融资现状提出在融资中所存在银行贷款申请难，民间借贷利率高昂、中小企业经营不善等问题。并得出融资难的原因有多方面，在信贷经营中抵押担保问题严峻、我国的融资体系不完善、针对中小企业的金融产品与服务机构较少、企业的信息不透明并且信用差、银行融资偏好大企业等。根据融资难的原因得出相应的解决对策，建立完善的担保体系、完善中小企业的融资体系、企业增加盈余利润、国家加大对中小企业的扶持力度、加强金融服务。对实现温州经济健康持续发展，具有重要的现实意义。

ABSTRACT:Small and medium enterprises have contributed a lot to China's economy since the reform and opening up 30 years ago. As the most active ingredient in China's national economy, small and medium enterprises have a profound impact on economic development. Impact of the financial crisis in recent years, as well as the rising cost of raw materials, labor, including currency appreciation, difficulty of formal bank loans, a massive influx of high-interest private capital for SME and other factors on the development of small and medium enterprises have caused a great deal of pressure. China has attached great importance to the development and financing problems of SME. Small and medium enterprises in Wenzhou are national models for SME, solving the problem of financing difficulty of SME in Wenzhou and setting SME in other places an example.

    Using analysis of small and medium enterprises’ financing present situation, this thesis raises issues of difficulty of bank loan application, high rate of folk debit and credit, poor management of SME, etc. Also, this thesis has reached a conclusion of various reasons for difficulty of financing problem: severe issues of mortgage and guarantee in credit operation; the financing system of our country is not perfect;  lack of financial products and services for SME; enterprise information is not transparent and has a poor credit; preference of great enterprises in bank financing. According to reasons for financing difficulty, this thesis draws appropriate solutions, thus establishes a sound guarantee system, perfects the financing system of small and medium enterprises, increases profits of enterprises and support for SME, strengthens financial services, which, to realize sustainable development of Wenzhou's economic, is of great practical significance.
