摘 要:生态经济是经济发展与环境保护相协调的一种经济活动方式，是经济领域的重要内涵，是构建环境友好型社会的主要抓手，是实现国家可持续发展的重要举措。要想发展生态经济，就必须正确处理好经济发展与资源环境保护的关系。但在经济全球化背景下，FDI对中国经济发展起到了重要作用，已经成为我国经济增长的主要渠道和动力之一的同时，FDI的大量引入和产业转移，使得相当一部分污染密集型产业也转移至我国，它们产生的大量废水、废气、固体废弃物，破坏了生态环境，威胁着人体健康，不利于生态文明的建设与经济的可持续发展。本文通过FDI的现状分析我国利用FDI的大致情况，发现FDI对我国的影响主要表现在生态环境问题上，因而本文主要从生态环境保护的角度探讨我国利用外商直接投资与国内环境保护关系问题。再从中探讨产生污染的原因，并针对问题，主要从严控引资质量、树立科学的发展观和正确的政绩观、调整和优化产业结构、提高公众环境保护意识等方面来解决这个问题，最后引发“注重引资质量、保护生态环境、发展生态经济”的思考。

ABSTRACT:Ecological economy is the important connotation in the economy, is the main starting point of building environment-friendly society, and is the significant strategic move of realizing the sustainable development of the country. Under the background of economic globalization, FDI plays a role in China's economic development, China's economic growth has become the one of main channel and power, But with the introduction of FDI, a considerable part of pollution intensive industry transfer to china, a large number of wastewater, waste gas, solid waste they produce, destructing the ecological environment, threatening the health of human body, had a negative impact on the sustainable development of more serious for China's ecological environment and economy. This article tries from the current status of FDI analysis of the general situation in China by use of FDI. Focus on linking theory with practice, the combination of short-term interests and long-term healthy development, to explore China's utilization of foreign direct investment and domestic environmental protection issues, as well as the impact on the ecological environment and economic development in china. Then investigate the cause of the pollution, strictly control the quality of investment, mainly to establish a scientific outlook on development and a correct view of achievements, adjust and optimize industrial structure, raise public awareness of environmental protection, to solve the problem. Finally lead to "focus on the quality of investment,  protect the ecological environment, develop ecological economy."
