摘要：现阶段，我国社会管理体制不能适应经济社会发展的需要，影响社会和谐稳定，迫切需要进一步深化社会管理体制改革。地方政府社会管理体制存在以下问题：社会管理理念传统且落后，社会管理机制不够健全，社会管理方式不够灵活，社会管理法规不健全，社会管理载体不够明确，社会管理人才缺乏。针对这些问题，应采取以下措施：转变社会管理理念，建立合理的社会管理机制，强化政府社会管理和公共服务职能，使社会组织和公民成为为社会管理的真正主体，加强事业单位改革，培养社会工作专业人才，畅通利益诉求表达渠道，促进社区建设和社区管理。

Abstract:At the present stage, the system of social management in our country still can't adapt to the needs of economic and social development, factors that affect social harmony and stability , an urgent need to further deepen the reform of the system of social management. Local government social management system of the existence of social management concept, traditional and backward and imperfect mechanism of social management, social management mode is not flexible, imperfect social management laws and regulations, and social management carrier is not clear, lack of management talent. To solve these problems, the following measures should be taken: change in social management, promote the government reform; Set up reasonable social management mechanism; Strengthening the government social management and public service functions; The civil society organizations and citizens into the real main body of social management; Strengthening institution reform; The training of specialists in the field of social work; Unblocked interests expression channels; Promoting community construction and community management.
