摘要:作为政府人力资源管理对象的公务员,是政府行政管理的主体。随着企业对于人力资源管理的有效利用以及由此带来了巨大的效应,各国政府也纷纷将人力资源管理引入到日常的公务员管理活动中去,形成了公共人力资源管理体系。由于政府的公共性质决定了公务员招募与企业招聘必然存在着一定的差异。本文通过对公务员的招募现状的研究,发现在招募过程中存在着一系列问题,这些问题不但对政府人力资源管理产生一定的副作用,更是对政府行政效率的一个巨大冲击。因此本文就公务员招募所产生的问题进行了深入的探究,从理论层面提出完善公务员招募活动的对策,以期对我国公务员制度的完善及政府行政效率的提高起到积极的作用。

Abstract:Human resource (HR) management of government civil service is the main body of government administration. The effective use of HR management and with the enormous effect which is benefit from the enterprises, many countries have introduced HR management into daily management activities of civil servants to form a public HR management. There are necessarily some differences between the recruitment of government and the enterprises because of the nature of the government. Through the paper we’ve found a serious of problems based on the status of the recruitment to civil servants. These problems not only have certain side effects of government HR management, they also have huge impact on administrative efficiency. This paper have a in-depth inquiry on the problems arising from the civil service recruitment and  put forward theoretical solutions which are possibly play a positive role in the civil service system and administrative efficiency in china.
